Private label cosmetic manufacturing is a production model in which Ottoria Kozmetik formulates, manufactures and fills the product, while the brand name, packaging design and sales rights belong to you. In Turkey this model is also known as "fason" (contract) manufacturing. It lets you bring your own branded product line to market quickly and at a controlled cost, without building your own factory.
How does private label manufacturing work?
- Brief: We define the product type, target audience, product claims, packaging and target cost.
- Formula selection: You choose one of the ready-made formulas or we develop a custom formula for you.
- Sample approval: Texture, scent, colour and skin feel are approved on samples.
- Packaging and labelling: Packaging is sourced and label artwork is completed with compliant copy.
- Documentation: Documents for the product information file, safety assessment and ÜTS notification are prepared.
- Batch production: The approved formula is produced, filled and packed, and batch records are kept.

Regulation and quality
In Turkey, cosmetic products are governed by the Cosmetic Products Regulation published in Official Gazette No. 32184 on 8 May 2023. The regulation is aligned with the EU Cosmetic Products Regulation (EC) No 1223/2009, whose Article 8 states:
"The manufacture of cosmetic products shall comply with good manufacturing practice with a view to ensuring the objectives of Article 1."
The international guideline for good manufacturing practice in cosmetics is ISO 22716.
