Private label cosmetic manufacturing means a manufacturer produces products, from ready-made or custom-developed formulas, that you sell under your own brand. The manufacturer handles formulation, production and filling, while you own the brand name, packaging design and sales rights. In Turkey the model is also called "fason" manufacturing, and it lets you build a brand without your own factory.

There is no single fixed minimum order quantity; it depends on the product type, whether the formula is ready-made or custom, and the packaging. You can start with lower quantities using a ready-made formula and stock packaging, while custom formulas and custom-printed packaging raise the minimum. In Turkey, cosmetic products are governed by the Cosmetic Products Regulation published in Official Gazette No. 32184 on 8 May 2023. Before a product is placed on the market, the responsible person must notify it to the Product Tracking System (ÜTS) of the Turkish Medicines and Medical Devices Agency (TİTCK), prepare a product information file and safety report, and make sure the label complies.
